In Montevideo, Uruguay this week, the Directors of all the major \u00a0Internet organizations \u2013 ICANN, the Internet Engineering Task Force, the Internet Architecture Board, the World Wide Web Consortium, the Internet Society, all five of the regional Internet address registries \u2013 turned their\u00a0back on the US government. With striking unanimity, the organizations that\u00a0actually develop and administer Internet standards and resources initiated a\u00a0break with 3 decades of U.S. dominance of Internet governance. \u00a0A\u00a0statement released by this group called for \u201caccelerating the globalization\u00a0of ICANN and IANA functions, towards an environment in which all\u00a0stakeholders, including all governments,\u00a0participate on an equal footing.\u201d That part of the statement constituted an explicit rejection of the US Commerce Department\u2019s unilateral oversight of ICANN through the IANA contract.”\u00a02- My first take was that the signers didn’t mean to go so far.\u00a0But after reading some comments from Fadi Chehade of ICANN and talking to\u00a0some people, I wrote a first look that this might “a Declaration of\u00a0Independence of the Net.”\u00a0Since then, I’m even more confused as people weigh in. U.S. Ambassador Danny Sepulveda in Bali, October 2013, actually seemed to endorse\u00a0Montevideo, but I haven’t heard anything similar from the U.S. NTIA, which has the responsibility for overseeing ICANN.\u00a03- Columbia University (Noon New York time) will host a webinar that I hope will get more\u00a0information. “Is there a third way for the Internet?”<\/p>\n
